Voting is a fundamental right of every adult citizen.
Under section 14 of the Constitution, every Finnish citizen who has reached the age of 18 years has the right to vote in national elections (parliamentary elections and presidential elections) and national referendums.
Finnish citizens and citizens of other EU Member States permanently resident in Finland who have reached the age of 18 years have the right to vote in elections to the European Parliament conducted in Finland as separately provided by law.
Finnish citizens and foreign nationals permanently resident in Finland who have reached the age of 18 years have the right to vote in municipal elections, county elections and municipal referendums as separately provided by law.
